I got an e-mail from a reader:
I’m the advancement coordinator for our troop. Recently I was running the “Scouts Not Advancing” report in Troopmaster and noticed that we have a good number of Scouts who haven’t advanced in rank in 18 months or more. One of our committee members told me that an assistant Scoutmaster used to collect the Scouts’ books, went through them to see what hadn’t been signed off, then told the PLC what requirements were missing to try to get the Scouts to help others advance. What is the best way for the committee to help move advancement along? Should we have some of the older Scouts work with the younger ones to get requirements done? How about a troop meeting where we have a session with sign-off stations?
This is an issue that seems to come up frequently. While some Scouts advance quickly through the ranks, others seem to lag behind for one reason or another, and it sometimes makes the adult leaders wonder how to help them catch up. Continue reading “Scouts who are not advancing”


On Scout Sunday, I visited the Blue & Gold Banquet of a Cub Scout pack that I am the commissioner for. The pack is well-run, with exciting and interesting activities planned in advance throughout the year. Most of the Scouts received advancement recognition or awards of some kind, and all dens took part in the entertainment segment of the program. Each den has a den leader and parent help. The most important observation I made was that the boys are having a great time.
You may not have noticed, but earlier this year the Scout shops and Supply Division replaced the Troop Committee Guidebook with a new edition. The previous version, item 34505B, was originally published in 1998 and was reprinted several times since. The new version has a bright red and green cover with photos of Scouts in action, carries a stock number of 616928 and was published in 2013, though it didn’t become widely available until spring of this year.
As we get back into high gear with our pack and troop programs, we may find that we’ve had some “churn” in our adult commitments. Perhaps a family moved away over the summer or decided on a shift in priorities. When that happens, an adult who made a commitment to volunteer in our unit is no longer available. This churn is most common in Cub Scouting, as den leaders move up and new dens (particularly Tiger dens) form, membership in the various den levels gets redistributed, or an adult in a key role has experienced a change in outside commitments, such as work or other involvement, and can’t continue in that role.
It seems like every time you turn on the news or look at the paper, you see a story about how our national elected leaders seem to be incapable of getting any work done. Far worse than what was labeled as the “do-nothing” Congress of the Truman administration, our representatives seem to be constantly in a tug-of-war with each other. Very little gets done as a result, and even issues that make sense for the majority of the people fail because a wrench gets tossed into the works and the gears of governing stall.
